Why would an alert not go out to all parents after a child who was walking to school reported being approached by a stranger?

Standard BCSC practice for parent notifications on issues of this type is to initiate an automated call when an actual abduction is attempted, including an adult verbally or physically attempting to direct a child into a car.  In the situation to which you refer, the original report by the student did not indicate an abduction attempt, only that an older man in a car traveling southbound spoke with a child who had arrived early at a crosswalk location on the northbound side of the street while waiting for the crossing guard to arrive.  There were several other students as well as an unrelated parent at the location when the incident occurred.  BCSC Police followed up with the unrelated parent and the other students in the course of investigating the report.

In addition, all BCSC Police Department staff and the Brownsburg Police were notified promptly should further details emerge or other incidents occur.  There was no convincing evidence that an abduction was attempted, and thus there was no automated call initiated.
