Why did only two of our schools receive "Four Star" designation?

Four Star Schools are those public schools which met AYP (Adequate Yearly Progress) under NCLB (No Child Left Behind) and were in the top 25% of all Indiana Public Schools in four categories:
1. ISTEP+ Percent Passing both English/LA and Math
2. ISTEP+ Language Proficiency T-Score
3. ISTEP+ Math Proficiency T-Score
4. Attendance Rate

East Middle School and Eagle Elementary achieved the necessary criteria.
Brown, BHS, and West did not make it due to attendance.
Cardinal did not make it due to attendance, math, language arts, and the number of students passing both.
Delaware Trail did not make it due to math and number of students passing both subjects on ISTEP+.
White Lick missed it by one point on the number of students passing both subjects on ISTEP+. (We are looking at that data.)
Reagan was not included, because 2008-2009 was the first year of the school, and "Four-Star" designation requires three years of data.
