Can "facilities money" be transferred for educational purposes?

"Facilities money" comes from the capital projects fund and dollars from that fund cannot be used for general operating expenses such as teachers' salaries, educational supplies, etc. A portion of capital projects funds can be used for utilities. The rest is used for facility repair/renovation and technology.
