Why will there be only one principal for Cardinal and Delaware Trail next year?

A recent reassignment of elementary building principals was instrumental in avoiding the RIF of teachers. Rather than replace the retiring Delaware Trail Elementary principal Phil Utterback, Dana Hicks, one of the Corporation's most experienced principals, has volunteered to move from Reagan Elementary to head the twin schools of Cardinal and Delaware Trail, the BCSC's smallest elementary schools. The combined enrollment of the two schools is slightly over 1,000 students. Each school will maintain both a full time assistant principal and a full time counselor.

This reassignment was reviewed by Chief School Certification Officer Dr. George Frampton of the Indiana Dept. of Education who said, "It is clear that students in each elementary will be properly served by this staffing."

This is one of many decisions made across the school corporation to address a $3.3 million shortfall. Those decisions include no raise or salary increment for all BCSC teachers, administrators and staff, many for the second year; a retirement buyout for teachers and administrators; not replacing staff due to resignation or retirement; athletic department and support staff reductions; as well as a myriad of cost-saving and revenue-generating measures of the past two years.
