If one school has large numbers of students in certain grades, will the students be sent to other schools to balance the class size?

At the elementary level, we plan to move teachers first, rather than students. We have already moved a teacher to Cardinal, one to White Lick and one to Delaware Trail. If the number of students is too high, for example a high ability program has 36 in a class, we will move those who just qualified to a school where there is room.
