Why are some children shuttled to and from schools twice a day?

Children are shuttled between schools in order to equalize class sizes between buildings and to avoid having to fund more than one program, such as a special education, in more than one building when we only have enough children corporation-wide to populate one program. Moving children between buildings allows us to most efficiently use the space we have. Shuttling is the way we get children from their home school to the school where their classroom or program exists.
