How can Ms. Corbin justify her pay raise?

Miss Corbin has not received a pay raise since June, 2008, 18 months ago. For the 2009-2010 school year, pay rates for all administrative staff (including the superintendent), support staff and teachers at the top of the salary schedule were frozen at the 2008 level.
