A referendum is not a cure-all for budget issues for schools. Fewer than half of all school referenda have passed in the last two years and pursuing one can create a great deal of acrimony in a community. BCSC is hopeful that with this last round of cuts the economic future will look brighter. There are forces, however, that we have no control over, like growth (Hendricks County is one of the fastest growing counties in the State) that will require us to consider alternatives.
In its recent budget cuts, BCSC is following the lead of the EnVision Commission, which - through community meetings and surveys - found the community would support an operating referendum only if:
- All reasonable cost reductions have been explored and implemented
- Need is clear
- Financial impact is communicated
